What is better Miami or anywhere in the Keys?

I would like to go on a FLorida vacation and want to learn to scuba dive for a reasonable prices. Some of the vacations are $500 in Miami (all inclusive), the diving courses are cheaper and it seems there is a lot to do.

In the keys its more expensive seems like there is less to do, but better quality water? I’m from NYC, so I don’t need to go drinking and partying. I’d like to experience what is unique to Florida with diving.

Any suggestions?

Definitely the Keys…don’t be fooled by the reputation, the Keys have much more to offer than just drinking till you puke (although they do offer that, yes). The water is gorgeous there…the surroundings have a more tropical feel than Miami (watch the road rage there..it’s pretty darn scary! There’s more tolerance in the Keys than Miami).
