First, it will be a scuba diving certification. There isn’t any license for recreational scuba diving.

Second, there a many different certification agencies out there. The popular ones are PADI, NAUI, SSI, and YMCA. All of these agencies will teach how to dive safely. For the most part, they are the same, and the quailty of the class comes down to the quality of the instructor. So try to talk with your potential instructor before signing up for the class.

PADI is the agency with the most certified divers and most recognized worldwide. This doesn’t make them better or worse, but just points toward there marketing efforts. Once again it comes down to the instructor.
